Norway is one of the few countries offering tuition-free higher education for all international students at public universities (only a small semester fee applies). Programs are taught in Norwegian or English. Norway consistently ranks among the highest in the world for quality of life.

To apply, submit through studyinnorway.no or directly to the university. You'll need translated transcripts and IELTS 6.0–6.5 or TOEFL 80+. Undergraduate entry may require language courses or qualifications matching the GSU-list criteria.
